2026 - Foundation & Mobilisation

Establish governance arrangements, programme working groups, technical priorities and implementation coordination.

2029 - Initial Implementation & Partnerships

Target 500 standards-certified logistics operators, six bilateral port cooperation agreements and a digital platform pilot in three member states.

2032 - Expansion & Integration

Target 1,500 certified operators, 15 port cooperation agreements and digital platform operations across 15 member states.

2035 - Regional Connectivity & Scale

Target 3,000+ certified operators, 25+ port cooperation agreements and digital platform operations across 35+ member states.
